Building Foundations: Insights from Our Session on Institutionalizing Monitoring and Evaluation

On November 29th, Communitor+ hosted an inspiring session, Building Foundations: Institutionalizing Monitoring and Evaluation (M&E), bringing together global experts to discuss the critical process of embedding M&E systems within institutions.



This transformative discussion explored strategies, challenges, and best practices for institutionalizing M&E across various levels and actors, providing participants with actionable insights from diverse contexts.


The session began with Tsigereda Bekele, who laid the groundwork by introducing the core concepts of institutionalizing M&E. Her presentation provided a clear framework, setting the stage for the case studies that followed.


Solomon Mwije offered a deep dive into Uganda's experience, highlighting how M&E has been institutionalized across the public sector, from central to local governments. His emphasis on participatory monitoring tools demonstrated the importance of engaging stakeholders at all levels.


From Georgia, Rusudan Kardava shared her insights on institutionalizing M&E at the national level. Drawing from her work with the central government and line ministries, she provided a compelling example of how strategic integration and collaboration can build strong M&E systems.


Broadening the discussion, Prof. Shyam Singh explored the role of non-state actors in India’s M&E landscape. His presentation shed light on how non-governmental frameworks contribute to evaluation practices, complementing government efforts to create robust systems.


The session was enriched by a dynamic Q&A with participants, where pressing questions were raised about fostering an M&E culture, overcoming challenges, and identifying best practices. The lively discussion underscored the importance of tailored approaches to institutionalizing M&E in diverse contexts.
