Prof. Dr. Shyam Singh

Dr. Shyam Singh is a Professor of Social Sciences and Dean (Academic) at the Institute of Rural Management Anand, Gujarat, India. Dr. Singh holds a Ph.D. in Political Science from the Institute for Social and Economic Change (ISEC), Bangalore. He was the Scholar-in-Residence at the University of Antwerp, Belgium, in 2018. Dr. Singh have been part of different missions and committees of the Government of India including, the Second National Common Review Mission constituted by the Ministry of Rural Development, the Ministry of Corporate Affairs for the National CSR Awards, Ministry of Panchayati Rai (Local Government) to develop a framework for the block and district development plans, etc. Dr. Singh is currently an advisor to the JSLPS, Rural Development Department, Government of Jharkhand. He is the Chief Editor of Asia Pacific Journal of Evaluation. Dr. Singh is the Co-Chair of the Consortium of Institutions on M&E Education in Asia Pacific. He is also a theme leader for Building Partnership under the Regional Evaluation Strategy, Asia Pacific Evaluation Association.

Dr. Singh has been engaged in various evaluation and research assignments with UNICEF, the World Bank, NABARD, Tata Trusts, and regional and national governments in India. His research interests include community development and governance, monitoring and evaluation, social networks, and dairy collectives. He teaches Rural Society and Polity, Monitoring and Evaluation, and Social Network Analysis at IRMA.
